powering up

my tv tries to power up (green light comes on)then shuts off then tries again.sometimes it comes on but will still cut off and then power itself back up again...

My RCA D52W27D is showing colored lines and is way to bright. There are multi colored curved lines on the screen looks like green red and blue. Also the TV looks like the contrast or the brightness is off as it's really bright. Can anyone please help? Thanks in advance. ...
